2. Implementation principles
The measuring tube is coordinated to form a joint force. All localities should carry out assistance and guidance work in combination with "double randomness and one openness". The monitoring and law enforcement departments should clearly divide the work and cooperate closely. 4. Help and guidance content
In accordance with the "General Principles of Self-monitoring Technical Guidelines for Pollutant Dischargers" and the technical guidelines for self-monitoring by industrial pollutants, the focus is on the assessment: the consistency of the self-monitoring plan specified in the pollutant discharge permit with the relevant self-monitoring technical guidelines; The consistency of the monitoring plan; the compliance of self-monitoring behaviors with relevant monitoring technical specifications, including the standardization of self-manual monitoring, the compliance of entrusted monitoring, and the standardization of automatic monitoring system installation and maintenance; disclosure of self-monitoring results Timeliness and standardization (see Annex 1 for details).
Local ecological environment departments at all levels should urge pollutant discharge units to strengthen the self-evaluation of the self-monitoring system and improve the standardization of self-monitoring in accordance with the requirements of the self-monitoring technical guide and the matters specified in the sewage permit. The provincial eco-environmental department is responsible for organizing assistance and guidance within the administrative area, and reviewing the self-monitoring and evaluation of pollutant discharge units of the municipal and county-level eco-environmental departments. The Ministry of Ecology and Environment is responsible for organizing and carrying out assistance and guidance nationwide, and checking the implementation of the audit work of the provincial ecological environment department.
Five, time arrangement
(1) Local Ecological Environment Department
Before the end of October 2020, in accordance with the requirements of the National Ecological Environment Monitoring Plan 2020 and the principle of “random time and random objects”, all provincial-level ecological environment departments will organize municipal and county-level ecological environment departments to carry out self-monitoring, evaluation and random testing of pollutant discharge units. And compare monitoring work. In principle, the number of pollutant emission units evaluated in each province shall be no less than 10%, and the number of waste gas and waste water pollutants shall be no less than 100. Hebei, Shanxi, Jiangsu, Zhejiang, Anhui, Shandong, Henan and Shaanxi are based on this basis. There will be no less than 100 additional sampling units involved in VOCs discharge and pollutant discharge; and simultaneous comparison and monitoring of pollutant discharge units that have installed automatic monitoring equipment. The monitoring items are determined by local governments according to management requirements. (2) Ministry of Ecology and Environment
The Ministry of Ecology and Environment commissioned the China National Environmental Monitoring Station to form an expert group for specific implementation. VI. Organizational Guarantee
(1) All localities should establish a long-term mechanism to strengthen the assistance and guidance for the self-monitoring of pollutant discharge units in accordance with the principle of "who issues the certificate, who supervises", and guarantees personnel and funds.
(2) All localities shall do a good job of on-site assistance and guidance in accordance with the law, monitoring personnel shall do on-site monitoring in accordance with monitoring regulations, and law enforcement personnel shall make corresponding records in strict accordance with the requirements.
(3) Strengthen information disclosure. Local ecological environment departments at all levels will promptly disclose the on-site assessment, random testing, and comparison and monitoring of their administrative regions, report problem companies, and accept social supervision.
