The "Notice" pointed out that in order to standardize the self-monitoring behavior of pollutants and improve the quality of self-monitoring data, it is based on the "Three-year Action Plan for Ecological Environment Monitoring Quality Supervision and Inspection (2018-2020)" (Huanban Monitoring Han [2018] No. 793) , The Ministry of Ecology and Environment organizes the self-monitoring, assistance and guidance work of pollutant discharge units in 2020. The "Guiding Plan for Self-Monitoring and Assistance of Pollutant Dischargers in 2020" is now issued.

The “Guiding Program for Self-monitoring and Assistance of Pollutant Discharge Units in 2020” gives clear evaluation rules, including the development of monitoring plan (35 points), the development of self-monitoring (42 points), and the disclosure of monitoring information (23 points). One item gives a clear deduction principle. It can be seen that the monitoring indicators, monitoring and analysis methods, whether the analysis methods are prioritized to implement national or industry standards, and the selection of monitoring equipment are all key factors that affect the scores of pollutants.

2020 Sewage Discharge Unit Self-Monitoring and Assistance Guidance Plan

   One, overall goal

In accordance with the principle of “measurement and management coordination”, the ecological environment department adopts methods such as on-site assessment, random testing and comparative monitoring to strengthen the assistance and guidance for the self-monitoring of pollutant discharge units, further compact the main responsibility of pollutant discharge units, and improve the quality of self-monitoring data. Environmental management provides accurate and reliable monitoring data support.

   2. Implementation principles

The measuring tube is coordinated to form a joint force. All localities should carry out assistance and guidance work in combination with "double randomness and one openness". The monitoring and law enforcement departments should clearly divide the work and cooperate closely. The monitoring department is responsible for on-site assessment and monitoring of the self-monitoring of the pollutant discharge unit, and the law enforcement department is responsible for the pollution prevention and control of the pollutant discharge unit Perform inspections on the operation of facilities and automatic monitoring of facility operation, and make corresponding records.

Quickly hand over, and all violations must be investigated. During on-site assistance and guidance, if evidence of fraudulent behavior is found in the monitoring agency, it shall be handed over to the local ecological environment department in time; after the on-site monitoring, the monitoring agency shall analyze the samples in a timely manner and issue a monitoring report, and the monitoring will be carried out within 3 working days The report is transferred to the local ecological environment department, and the local ecological environment department should further investigate and verify, and file a case for suspected violations according to law.

Clarify powers and consolidate responsibilities. Establish and improve the responsibility traceability system of "whoever counts, who signs and who is responsible". The enterprise is responsible for the pollution discharge status and automatic monitoring data, and the environmental monitoring agency is responsible for the monitoring report issued by it.

Third, the scope of objects

Before December 31, 2019, pollutant discharge units that have obtained a pollutant discharge permit.

   4. Help and guidance content

In accordance with the "General Principles of Self-monitoring Technical Guidelines for Pollutant Dischargers" and the technical guidelines for self-monitoring by industrial pollutants, the focus is on the assessment: the consistency of the self-monitoring plan specified in the pollutant discharge permit with the relevant self-monitoring technical guidelines; The consistency of the monitoring plan; the compliance of self-monitoring behaviors with relevant monitoring technical specifications, including the standardization of self-manual monitoring, the compliance of entrusted monitoring, and the standardization of automatic monitoring system installation and maintenance; disclosure of self-monitoring results Timeliness and standardization (see Annex 1 for details).

Local ecological environment departments at all levels should urge pollutant discharge units to strengthen the self-evaluation of the self-monitoring system and improve the standardization of self-monitoring in accordance with the requirements of the self-monitoring technical guide and the matters specified in the sewage permit. The provincial eco-environmental department is responsible for organizing assistance and guidance within the administrative area, and reviewing the self-monitoring and evaluation of pollutant discharge units of the municipal and county-level eco-environmental departments. The Ministry of Ecology and Environment is responsible for organizing and carrying out assistance and guidance nationwide, and checking the implementation of the audit work of the provincial ecological environment department.

Five, time arrangement

   (1) Local Ecological Environment Department

Before the end of October 2020, in accordance with the requirements of the National Ecological Environment Monitoring Plan 2020 and the principle of “random time and random objects”, all provincial-level ecological environment departments will organize municipal and county-level ecological environment departments to carry out self-monitoring, evaluation and random testing of pollutant discharge units. And compare monitoring work. In principle, the number of pollutant emission units evaluated in each province shall be no less than 10%, and the number of waste gas and waste water pollutants shall be no less than 100. Hebei, Shanxi, Jiangsu, Zhejiang, Anhui, Shandong, Henan and Shaanxi are based on this basis. There will be no less than 100 additional sampling units involved in VOCs discharge and pollutant discharge; and simultaneous comparison and monitoring of pollutant discharge units that have installed automatic monitoring equipment. The monitoring items are determined by local governments according to management requirements. Before the end of November 2020, report the implementation status (see Annex 2 for details) to our ministry and announce the relevant results to the public.

  (2) Ministry of Ecology and Environment

The Ministry of Ecology and Environment commissioned the China National Environmental Monitoring Station to form an expert group for specific implementation. Among them, each river basin ecological environment supervision and administration bureau sent personnel to serve as the team leader. From August to September 2020, provide assistance and guidance on the self-monitoring of VOCs-related pollutant discharge units; from September to November 2020, provide assistance and guidance on the self-monitoring of wastewater discharge units. In December 2020, each river basin ecological environment supervision and management bureau organized a review of the implementation of the audit work in each relevant province.

   VI. Organizational Guarantee

(1) All localities should establish a long-term mechanism to strengthen the assistance and guidance for the self-monitoring of pollutant discharge units in accordance with the principle of "who issues the certificate, who supervises", and guarantees personnel and funds.

   (2) All localities shall do a good job of on-site assistance and guidance in accordance with the law, monitoring personnel shall do on-site monitoring in accordance with monitoring regulations, and law enforcement personnel shall make corresponding records in strict accordance with the requirements.

  (3) Strengthen information disclosure. Local ecological environment departments at all levels will promptly disclose the on-site assessment, random testing, and comparison and monitoring of their administrative regions, report problem companies, and accept social supervision.
